Greece and Catalonia Prepare Joint Digital Agenda Ahead of High-Level Talks at MWC Barcelona 2025

Barcelona, March 2025 – In a key step toward advancing bilateral digital cooperation, the Hellenic-Spanish Chamber of Commerce hosted a preparatory meeting with senior officials from the Generalitat de Catalunya as part of the broader Greece–Spain bilateral program at MWC Barcelona 2025.


The session served as groundwork for the official meeting scheduled for Wednesday (Day 3) between Konstantinos Karantzalos, Secretary General for Telecommunications and Posts of the Hellenic Republic, and Albert Tort, Secretary for Telecommunications and Digital Transformation of Catalonia.

Representing the Hellenic-Spanish Chamber were:

  • Michael Kokkinos, President

  • Rodanthi Tzortzaki, Board Member

The Chamber’s delegation engaged in structured discussions with:

  • Albert Tort, Secretary of Telecommunications and Digital Transformation

  • Maria Galindo Garcia-Delgado, Secretary of Digital Policies

  • Pol Gibert Horcas, Secretary General of the Department of Enterprise and Employment

The meeting focused on a shared agenda across six priority areas:

  1. Accelerating Digital Transformation – Exchanging best practices in public sector modernization

  2. Interoperability & Infrastructure – Exploring AI, Big Data, and Cybersecurity for connected services

  3. Citizen & Business Services – Improving digital identity, e-Gov access, and SME support

  4. Open Data & Transparency – Using GovTech and data platforms for openness and participation

  5. Greece–Catalonia Collaboration Framework – Shaping joint EU program participation and tech ecosystem bridges

  6. Emerging Technologies – Reviewing regulatory alignment and pilots in AI, IoT, and 5G

This session was held under the Innovation Technology Alliance, a leading initiative of the Hellenic-Spanish Chamber of Commerce that supports structured dialogue between governments, tech leaders, and research hubs in both countries.

Insights and outcomes from the session will directly contribute to Wednesday’s official bilateral meeting, driving forward digital governance and innovation partnerships between Greece and Catalonia.
