As universities are organisations funded with taxpayer’s money, they are obliged to explain how that money is being spend. This has several consequences when it comes to cooperating with business. Over the past few decades there has been a fast increase in bureaucracy at universities. The increase of third mission activities has led to a whole new set of processes, forms to fill out and rules to apply. When cooperating with a university, it is important to be patient, as things might take longer to decide or get approval on. Commonly, academics with pre-experience in working with business tend to manoeuvre in the bureaucracy in such a way that speeds up the process.

It is important to recognise this weakness of universities and understand their position as publicly funded bodies.
